Agenda items for this month's meeting include a panel discussion on the Austin Tomorrow Plan (yes, it still exists!) and the new Zoning Ordinance, and how Zilker Neighborhood will be affected. Panel members will be Smoot Carl-Mitchell, President of the Austin Neighborhoods Council, Palmer Wright, member of the Austin Tomorrow On-going Committee, and a representative of the City's Planning Department. Our regular meetings are scheduled for the first Monday of every month, and Z-NEWS is normally delivered the weekend before the meeting. However, this month due to the Labor Day holiday, we are off schedule, with the September meeting being held on the third Monday. In October we will be back on track with a first Monday meeting on October 3rd. At the October meeting we will be discussing the upcoming Bond Election, with specific emphasis on the lignite issue. There will be no Z-NEWS delivered before the October meeting, so please mark your calendar now for 7 pm, October 3rd at the MHMR building at 1430 Collier.

Airplanes


Update Airplane Traffic
At our last meeting we met with a representative from the City’s Aviation Department. We found out that the increase in air traffic and associated noise is going to be the norm for us at least two more years. The closing down of Bergstrom by the Air Force provided the opportunity for the FFA to open an approach to Mueller over our neighborhood. This approach alleviates the heavy traffic over other parts of the City while construction is going on at the new City Airport at the Bergstrom location. According to the Aviation Department representative the air traffic over our neighborhood will cease upon the opening of the new City Airport.

AUSTIN NEIGHBORHOODS COUNCIL
AUSTIN NEIGHBORHOODS COUNCIL, comprised of representatives from neighborhood associations in the Austin area, meets once a month on the 4th Monday at the Howson Branch Library Meeting Room at 7:30 p.m. Visitors are always wel- come.
At the October meeting, Natalie deBlois and Karen McGraw presented the Downtown Revitalization Task Force's recom- mended new Central Business District Zoning. This proposed zoning, intended to replace existing zoning for contiguous 4th Height and Area District, have been presented to both the Planning Commission and the City Council for consideration. Their CBD zoning plan was depicted on a large map of the downtown area with plastic overlays added to show the concepts of the plan. Important parts of their concepts include: no height limitation of building in the CBD, the Central Business District would be only the property that is zoned as 4th Height and Area (not to include the surrounding 3rd Height and Area Dis- trict), special view corridors identified to protect the view of the capitol, and a decrease of planned parking for new build- ings. A major goal of this plan is to encourage a people-oriented environment as opposed to an automobile-oriented environ- ment, discourage automobile use and encourage the use of mass transit.

Honey It's Our Anniversary - In May 1981, several neighbors got together to discuss the proposed Kinney Avenue condos (now known as Ashton Green). When the meeting adjourned, the rains started, and the next day became historic as the Memorial Day Flood of 1981.

CONVENTION CENTER PLANNED AT AUDITORIUM SHORES by Glenna Balch on Kinney inclair Black, Austin architect/University of Texas architect professor, elieving that politics is demanding a convention center, has designed a reject. He thinks the City will not consider any other location than he Barton Springs Road, Auditorium Shores area. His plans include: - mixed-use environment to make it an active people place: 900 housing units, 290,000 sq. ft. convention center, retail, office, restaurant, man-made lake, 30 acres of parkland;
- underground parking to make the area for people, not cars - trolley to connect convention center to downtown; the trolley would be on the railroad track which now crosses Town Lake; Mr. Black believes this trolley could begin a rail system for all of Austin.
Reactions to the plan: First reactions have been favorable; his plan is beautifui. Second 'reactions from neighborhood people include: severe oubt that enough parking is provided; fear that already enormous traffic roblems will worsen, thus impacting the neighborhoods more. The density imit for this area is the same as for downtown development. ~tions that we as citizens may have are unclear. Some people want to spose a convention center absolutely. The Boogie-Woogie Blues in Our Own Backyard
If you are one of the many people who were disturbed by the Steamboat Benefit at Auditorium Shores on September 25 you may have wondered why this kind of disturbance was allowed to occur on a Sunday evening until midnight. A special permit was granted by PARD for this event. A month later on October 23, the Hispanic Music Festival brought music into our neighborhood at stratospherically loud levels again on a Sunday evening. Interestingly, PARD off;cials were experimenting with sound and speaker management that night. Their intention was to keep the sound from bothering Bouldin Creek Neighborhood residents, who have a long history of very vocal protest and well-organized agitation as a result ofthe neighborhood's status as a virtually besieged state during AquaFest. On this evening, PARD aimed speacers to the west as opposed to the usual south. Apparently this arrangement was very successful in mitigating noise in the Bouldin area; unfortunately it was disastrous for Zilker. At a November 10 meeting between PARD and neighborhood representatives from Bouldin, South River City (Travis Heights), Old West Austin, and Zilker, plans for this year's AquaFest were discussed. However representatives of these groups were unanimous in their feeling that AquaFest is not really the primary issue. The more important concern is the specia events policy itself and the need for limiting the frequency ofevents, curtailing late evening hours of such events, and implementing lower decibel-level standards. Guidelines for such events are a part of the policy which is in review. To make your views on these matters known, attend the ZNA meeting.
