Zilker Neighborhood Association
Minutes, executive committee meeting, June 14, 1999, at Robin Cravey's
house

Present: Robin Cravey, Fontaine Maverick, Barbara Cossie, Lorraine
Atherton, Jeff Jack

Upcoming dates:
The planning committee will meet Monday, June 28, at 7 p.m. at
Lorraine's.
Deadline for getting newsletter copy to Barbara is July 6. If you have
any articles or announcements or specific committee projects that need
volunteers, write it up and get it to her by then.
Public Works is aiming for July 7 for the traffic calming meeting, but
that is only tentative.
The next executive committee meeting will be Monday, July 12, at 7 p.m.
at Robin's.
The next general meeting will be Monday, July 26.

Reports:
Minutes of the previous meeting were approved.
 The association has $867 in the bank, and all bills are paid.
 Lorraine's report on the last planning meeting is attached. Since that
meeting Jeff has heard that inventories of vacant land and of
city-owned
land should be available soon.
 For communications and fund-raising, Fontaine's committee is
considering organizing a fall arts and crafts show, possibly in
connection with the school's fall festival. Jeff estimates that we
should be planning on raising $5000 to allow us to publish our
neighborhood plan on our own.
 Robin noted that Neighbors (?) Night Out will be August 3. We agreed
to
run a blurb on it in the newsletter, encouraging people to participate.
In response to our inquiry about lowering speed limits in the
neighborhood, the police department says that's up to Public Works.
Public Works is still compiling its database for the traffic calming
project (with July 7 as the target date for the meeting), but Robin has
been told that the neighborhood association can use the database when
it's done. We need to think about setting up a table at the meeting to
sign up members.
 The next general meeting will be devoted to the Capital Metro AIM
presentation, which runs about 45 minutes.

You have recently expressed interest in the Zilker Neighborhood
Association's planning committee. Enclosed is a brief report on that
committee's last meeting. The committee cochairs, Jeff Jack and
Lorraine
Atherton, apologize profusely for the last-minute notice we ended up
giving for the May 19 meeting, and we hope you can attend the next
meeting, on Monday, June 28 at 7 p.m., at Lorraine's house, 2009
Arpdale. If you can't make the meeting but still want to participate,

Zilker Neighborhood Planning Committee
meeting report, May 19, 1999

One of the first steps in neighborhood planning is to define the
geographical boundaries of the planning area. We are using the
boundaries of Zilker Neighborhood Association, on the enclosed map. If
you think those boundaries aren't entirely suitable, please let us
know.

We will need to put together a leadership team along with other groups
in the neighborhood. Specifically, we need to increase participation in
the neighborhood association by drawing in renters and apartment
dwellers and residents from underrepresented parts of the neighborhood.
We also need to contact businesses, absentee landowners, and
institutions such as schools, churches, fire and police services,
utilities, Capital Metro, city parks, and Public Works. If you belong
to
any of those groups or have good contacts within them, or if you know
of
groups that we have overlooked, we would really appreciate your help.

We also need to gather background data on existing conditions within
the
neighborhood, including:
 Population demographics from the 1997 Census estimates (Lorraine has
figured out how to get the 1990 data for the neighborhood from the
Census Web site. At the next meeting we will need to decide which of
the
250+ available tables we want.)
 Economic demographics from the Texas Workforce Commission (Internet
access?)
 Property descriptions from the Travis County Appraisal District
(Internet access?)
 Existing zoning from city records (Jeff already has a map. He also
thinks we will soon have access to an inventory of vacant properties
and
city-owned properties.)
 Info on capacity and condition of water, electric, and other utilities
 Current governing ordinances from the city's Land Development Code
 Existing planning documents for the city of Austin
 Topographical data (FEMA, USGS, or city maps?)
 Environmental inventory
 Voting history
If you have experience working with any of those types of data or are
just interested in one of them, call Lorraine.

The plan will require that we collect some field data, as well. That
means walking the neighborhood (or just your block) to record
characteristics such as actual current land use, condition of streets
and sidewalks, property economic profile, and any other characteristics
we might decide are important. Again, if any of that appeals to you,
call Lorraine.
