The Zilker Baby-sitting Co-op

The Zilker Baby-sitting Co-op is an excellent way to meet other parents, provide playmates for children and have experienced baby-sitting too.
Our Co-op is not a nursery school nor does it provide regular childcare for working parents. It does provide baby-sitting for going out evenings or daytime.
When a family joins the Co-op they are loaned baby-sitting tokens (chits). These are used like money to "pay" other parents to baby-sit for your children. Chits are earned by baby-sitting other members' children. Most people baby-sit in their own homes and trade sitting with those that have children of similar ages or live closest to them. In this way it's easy to make friends with Other parents and children. The Zilker Co-op is 5 years old and has 21 member families. Membership is limited to South Austin and most live in the Zilker neighborhood

Babysitting Coop Open to New Families
The Zilker Babysitting Coop is a great way for parents to not only have virtually free sitters, but also to meet other nearby parents and find playmates for their children. Coop members report that the current group of children in the babysitting is growing older and new members are needed to keep the Coop busy Members let other parents sit their children and in turn, sit for other kids and earn "credits" for future sitting services. WHAT TO DO IF YOU ARE APPROACHED BY A DOG
1. Cover your honda. If an unknown dog approaches you, put your hands in your pockets or wrap your hand under your shirt. Some dogs may "go for" a dangling appendage.
2. Don't make eye contact. Direct eye contact may indicate to the dog that you're challenging him. Keep your eyes on the dog to know where he is, but don't look him in the eyes.
3. Walk slowly. If the dog believes you are on his turf, he will do anything he can to get you out. Walk slowly - do not run - away from the dog's territory. Walk closer to the other side of the street to show him that you are not interested in his domain.
4. Stand still. If the dog is very aggressive (barking or growling directly at you, baring his teeth, etc.), don't move. Stand very still with your hands out of sight. Let the dog lose interest in you. Then, walk slowly around the dog, giving him plenty of space.
5. If all else fails, yell for help. If you feel your life is in danger, let someone know. Hopefully the owner will come and take the dog away. Let the owner know you were frightened by the dog's behavior, and what the dog did to frighten you.

Brton Springs Road as a Scenic Arterial Recently Ms. Susan Toomey Frost proposed that Barton Springs Road be designated as "Scenic Arterial' in the Urban Transportation Master Roadway Plan. This would affect the types of signs that could be put on it and a few other restrictions that would prevent it from becoming another Burnet Road. This proposal is comnendable, and anyone having opinions on it is invited to make them known to the City.

The Recats Development
The project planned for 1518 Barton Springs Rd includes the area east of Eats Cafe to Jessie St.on Barton Springs Rd. It goes back to Toomey Road. This is a 6.55-acre tract of privately owned land that is in the Town Lake Park Master Plan--in the Pecan Gardens section.
Currently Michael's Antiques and a mobile home park occupy the site. The zoning, "CS" Commercial Services and a small part of "CS-I" (which allows alcohol to be served), permits development of even greater density than the Recats International plans call for.
We need to hear the Recats presentation in order to:
1. Know what the plans are.
. 2. Advise the planners of any suggestions we think might result in a better project.
3. To consider the possibility of pressuring the City Council to buy the land to circumvent development. there will be

Barton Springs Rd. Construction
The concrete raceway through our neighborhood has been delayed while public works is studying alternative design options we gave them, most recommended by Glare Barry. The meeting was proposed by Council Member Goodman to City Manager]esus Garza after Dick Kallerman of the Barton Hills neighborhood spoke in a Council meeting several weeks ago. Attending the meeting with public works was Dick, Glare, Betty Brown, president of Barton Hills, Peter Rieck, head of Public Works, Richard Kroger, Engineer in charge of the design, myself, and other public works staff.
In an earlier strategy meeting prior to meeting with public works our group met, along with Barton Springs Merchants Assc. Members Mike Young and Marsha Williams, and all agreed that safety and installation of landscaping was essential, along with eliminating a large tall concrete retaining wall at the Umlauf Gardens Barton Springs Rd. frontage (a future graffiti billboard into Zilker Park). We will meet with public works at the end of March to view alternltives. We know that Richard Kroger has met with members of the Barton Springs Merchants Assc. since our meeting with public works and we hope in the interim he will meet with the Zilker Neighborhood Assc. officers to get our input as well.

BARTON SPRINGS ROAD UPDATE - CLARE BERRY
Clare, a well-known champion for the preservation of Austin neighborhoods, will update us on the developments of the Barton Springs Road project. She will bring slides and drawings of revised plans. Don't miss her presentation on Barton Springs Road - what the city does to it affects everyone in the Zilker neighborhood.
VOLUNTEERS NEEDED Clare Berry asks for volunteers who are interested in working with the city to limit tree trimming around utility lines. Barton Springs Road
The raceway through our neighborhood and into Zilker Park was put off (aided by wise and insightful Councilmembers) and a new plan emerged. This involved neighbors, business owners, a number of interest groups, city staff, and truly far-sighted professionals brought in from afar. To view and discuss the new plan (turn-arounds, landscaping, landscaped medians, bicycle paths, sidewalks, and possible public art) come and join us at our next meeting.

Barton Springs Rd. Design Conflicts
As you may remember ZNA had been trying for five years to get Public Works to meet with the Association to discuss the design and construction of Barton Springs Rd. After numerous meetings with the landowners and businesses they met with us and showed a design that was a five-lane raceway through the neighborhood with a continuous turn lane. We protested this South Lamarization of Barton Springs Rd. Told by Public Works that it was too late, they had an engineering firm is Lubbock drawing up the specs for construction, we were able to convince City Council to stop Public Works. A charette (meeting) was conducted last April and the business owners and neighbors came up with an incredibly beautiful design wrth landscaped 15-foot media and landscaped roundabouts. Subsequently the landowners have gotten expensive lawyers and a high powered lobbyist to intervene to get their Lubbock designed street back,
Understand that faster traffic means more cars and more cars going faster means that the landowners can eventually put more and bigger buildings on their property Also the untold story is the new Bee Caves Road Freeway that the Texas Dept. of Transportation is going to build from Loop 360 to Mopac through Westlake and Rollingwood. It will dump many more thousands of cars a day into Zilker Park and Barton Springs Rd. which would become Barton Springs Road Freeway, So, a new Bee Caves Freeway from Loop 360 connecting at Zilker Park to Barton Springs Road Freeway connecting to Riverside Dr. connecting Interstate 35 results in the Austin East-West Freeway through the City that business leaders have pushed for over the years and rejected by other neighborhoods. Now we understand why a very expensive high-powered lobbyist appeared on the scene. Negotiations are in process. Please join us at this neighborhood meeting. We will Need your support to prevent wealth and power from stealing our street and park.

BURGLARIES IN ZILKER


In our neighborhood, in a four-block area, twelve homes have been burglarized in the last two months. On the nights of Christmas Eve, New Year's Eve and February Ilth multiple homes had jewelry, money and other valuables taken. The neighborhood should be alerted to this rash of crime. We as a neighborhood should take whatever steps we can for the safety of our homes, our families, and our possessions.
Two months ago our home was burglarized. We were out one night for only two hours, and in that time out house was ransacked and money and valuable jewelry was taken. The police told us that we were probably the victims of a gang of juveniles who have performed other burglaries in this neighborhood in the past When we asked what could be done to prevent burglaries in the future, the police told us that there was very little we could do and very little they could do. One problem the police cited was that in the past they have arrested juveniles, and that the juvenile system was such that the kids stayed on the street.

We cannot tolerate routine burglaries in our neighborhood. We would like to have a meeting of all those who have been burglarized. As a group we can come up with a plan of preventive action. Together we can raise our voices and let the Police Department and the City know of our problems and our needs. There are also things we can do as a neighborhood to lower the risk of crime.

Buzz Bombs During the Motorola Marathon and the Austin 10,000 many of us were harassed bj; the low flying airplanes moving back and forth over our houses and Zillrer Park. These planes were trrriliag banners advertising businesses and obviously had loud exhaust pipes making extra ordinary noise intended to cause people to look up. I received a number of calls and made several calls regarding the regulating and regulation of these intruders. Nothing, as a practical matter , can be done about them. The only recourse we have is to call the advertisers and ask them to stop strafing our homes and park.'lhe advemscrs I noted were, prestige Chrysler Plymouth at 219-3600,Roger Beasley Volvo at 452-0266 and'lhe Yellow Rose at 458-2106.
